Forté Health 3

Comprehensive range of civil engineering services for the development of 86 new carparks at two commercial buildings in Christchurch.
ENGCO’s civil engineering services included stormwater management, pavement design and earthworks modelling.
The floor levels of the existing building were set unusually low, making it challenging to establish adequate secondary overland flow paths for the proposed carpark located near Kilmore Street. This posed a significant risk of flooding to the building during extreme rainfall events, requiring careful planning and mitigation measures.
There was a significant difference in the existing ground levels between the current carpark and the proposed new carpark, with a height variation of approximately 500mm. The design had to ensure a smooth connection between the two areas to allow easy access. Furthermore, the solution needed to minimize earthworks, avoid the construction of retaining walls to manage costs, and maintain effective overland flow paths for stormwater management.
Our team conducted an on-site visit, inviting the client to actively participate in identifying and understanding the issue. We measured the level differences between the existing buildings and clearly explained the associated challenges.
To address the level discrepancy and mitigate risks to the lower existing building, we developed a saw-tooth drive layout. This design effectively reduced potential flooding risks and ensured the client was fully informed throughout the process.
ENGCO initiated the design by matching the existing levels at Peterborough Street, then worked backwards, incorporating appropriate slopes to create a smoothly graded carpark. This method effectively addressed the level discrepancy, minimizing flood risks while eliminating the need for costly earthworks or retaining walls, optimising both functionality and project budget.
Despite the challenges encountered on-site, all issues were effectively communicated to the client, ensuring transparency throughout the process.
The project was completed within the allocated budget. The design has been finalised, submitted to the client, and is now ready for building consent submission.
